In general the Florida Section 8 Housing Choice Voucher (HCV) Program is a tenant-based rental assistance program under which an eligible program participant pays 30 percent of his or her monthly adjusted income toward the rent, and U.S. HUD pays the remainder. In the HCV Program, a participant is given a voucher and is allowed to look for housing in the private rental market anywhere within the local Housing Authority's jurisdiction, which covers Miami Beach and extends ten miles outside the city. Once the participant finds a housing unit he or she would like to rent, Housing Authority must approve the rent and then inspect the unit. After the unit passes inspection, the participant can move in. If the tenant wants to move, he or she may do so after the first year in the unit.



The Section 8 Project-Based Voucher Program is a project-based rental assistance program under which an eligible program participant pays 30 percent of his or her monthly adjusted income toward the rent, and U.S. HUD pays the remainder. In the Project-Based Program, a participant may rent a unit in specified buildings located in Miami Beach

The rents for project-based units are already designated per contract. The unit must be inspected before the participant can move in. If the participant wants to move, he or she may do so only after the first year of participation and only if the Housing Authority has a Section 8 voucher available to provide to the participant.

The Section 8 Moderate Rehabilitation Program is a project-based rental assistance program under which an eligible program participant pays 30 percent of his or her monthly adjusted income toward the rent, and U.S. HUD pays the remainder. In the Moderate Rehabilitation Program, a participant may rent a unit in a specified building, if available in a Housing Authority controlled building. The unit must be inspected before the participant can move in. Because the housing assistance is assigned to the building, a participant must live in the building in order to receive housing assistance.

The Section 8 Substantial Rehabilitation program is a project-based rental assistance program under which an eligible program participant pays 30 percent of his or her monthly adjusted income toward the rent, and U.S. HUD pays the remainder. The HACMB serves as the contract administrator for the buildings. In the Substantial Rehabilitation Program, a participant may rent a unit in specified buildings located in Miami Beach. The unit must be inspected before the participant can move in. Because the housing assistance is assigned to the building, a participant must live in the building in order to receive housing assistance.
